The agency, which is investigating the incident, said the two men drowned in a swimming accident at the beach in Middle River.
"No other details are being released at the request of the victims' families," the agency said Tuesday.
The agency reported last Friday that police had responded to five boating-related deaths and eight non-boating related drownings so far this year, not including the two most recent deaths.
At the height of swimming and boating season in Maryland, police urge people to take precautions when enjoying the waterways. This includes staying sober, avoid fast moving water and swimming alone.
If you do see someone in need of help, police suggest tossing an item toward them that floats, such as a life jacket or cooler.
The family of both men who drowned have asked police not to share their identities.
